Chuck was born on March 2, 1936 in Alamance County to the late James Arthur Goins and Leola Hall Goins. He grew up in Graham, NC, attended Alamance County schools where he earned the nickname of “Tank” given his performance as an offensive and defensive lineman and making the “Alamance All Stars” team. Chuck earned a bachelor’s degree in business economics from the University of North Carolina at Chapel Hill where he was a member of Phi Kappa Sigma fraternity. After college graduation, he spent three years as a Naval Supply Corps Officer and then joined IBM as a marketing representative in 1961 for a 30-year career. In 1963, he married Mary Martha Parrott who passed away in October 1999.
Chuck was actively engaged in his community serving as chairman of Wake County SCORE, member of the Raleigh Kiwanis Club, organizer of golf trips for friends, and church member serving as a Deacon, Board Chairman, and a Stephen Minister. In 2002, Chuck married Wanda June Kendall. In his later years, he volunteered with the UNC health system, enjoyed international travel, and watching Tarheel football and basketball.
Chuck is survived by his wife Wanda June Kendall of Pittsboro, NC; sisters Pat Davis and Jean Gross both of Burlington, NC; adult children, Adrianne Goins of Alexandria, VA; Frank Goins of Charlotte, NC; Turner Goins of Candler, NC; sons-in-law Anthony Christino, III of Alexandria, VA and Clayton Constant of Candler, NC; daughter-in-law Michelle Goins of Charlotte, NC; grandchildren Martha Christino (20 yrs) and Ruthie Christino (15 yrs) of Alexandria, VA; Arthur Goins (24) of Cary, NC; Maggie Goins (21 yrs) of Charlotte, NC; and Cole Constant (7 yrs) of Candler, NC.
In addition to his parents, Chuck was preceded in death by his brother, Don Goins.

A memorial service for Clarence was held Friday, November 5, 2021 at 3:00 PM in the Chapel of Mitchell Funeral Home, officiated by Rev. Jarrett McLaughlin.
