

Dotty was born on August 14, 1946, in Raleigh, the only child of the late John Luther and Martha Jeffreys Moras. She graduated from Needham Broughton High School and from NC State University, where she was deemed a Hemingway Scholar for her studies in American Literature. She was also a recipient of a Guy Owen award for poetry.
She taught at various schools in the area and tutored students in her home. But the major part of her career was her active and fierce fights for the equal education rights for special needs children, an undertaking she took on with vigor and persistence. She never entered a fight that she thought she could not win. Her
tireless dedication to this cause will always be remembered.
Aside from teaching, reading and going to live music concerts which she did regularly, she will mostly be remembered for the ardent love, support and care she gave her special needs son, Allen. She made sure he received all the advantages he was entitled to, and she fought vigorously to see that he got them. She raised him at home for over 50 years. Allen predeceased her in 2023.
Dotty is survived by seven cousins, Pat Warren, Jr. of Wilmington; Ed Barber of Emerald Isle; Joan Carter of Frederick, MD; Gloria Janssen of Titusville, FL; Sam Wade and Trent Moras of Garner; and Leon Barber of Raleigh.
Dotty will be greatly missed by family, friends and fellow advocates.
A graveside service will be held on Monday, September 15th at 12:00 pm at Montlawn Memorial Park, 2911 S. Wilmington St., Raleigh, NC.
