

James Frederick “Fred” West, of Raleigh, North Carolina, passed away on March 30, 2026. Born on December 24, 1947, in Salisbury, North Carolina, he was the son of Warren Wright and Catherine Louise West.
Fred devoted his life to education and the advancement of teaching and learning. Over the course of his distinguished career, Dr. West served as an author, researcher, professor, and developer of graduate- and doctoral-level courses at the University of Texas at Austin, the University of North Carolina at Greensboro, Eastern Kentucky University, and the University of Notre Dame. He was the editor of five academic journals and an administrator of Special Education programs in Kentucky, Texas, North Carolina, and Florida.
He was widely known for his development of curricular materials, including Collaboration in the Schools: Communicating, Interacting, and Problem Solving, Effective Instruction for Difficult-to-Teach Students, and Analysis of Classroom and Instructional Demands, as well as for his week-long training institutes in Aspen, Colorado, sponsored by the Institute for Learning and Development.
Through his work, Fred provided professional development and guidance to educators across the United States, as well as in Australia, Canada, Jamaica, and beyond, while owning and serving as Director of the Institute of Educational Development and Training. His dedication and passion helped shape classrooms and positively impact countless teachers and students around the world. He concluded his career as Director of Exceptional Student Education in Lee County, Florida, and later as a Grants Administrator with the Chapel Hill–Carrboro City Schools and the North Carolina Department of Juvenile Justice.
Beyond his professional life, Fred found great joy in traveling and spending time in the places he loved most. He especially treasured time at Emerald Isle and Blowing Rock, North Carolina, and in Negril, Jamaica. In recent years, he developed a deep love for Italy—its people, music, food, and breathtaking scenery. Whether by the ocean or in the quiet of the mountains, he was happiest when surrounded by family and friends.
Some of his greatest joys were watching Ashley and Andrea marry and start their family and the moments he spent with his beloved granddaughters, Halle and Caroline. He loved watching them grow, picking them up from school, attending their activities, including cheer and soccer games, and helping with homework. In addition to time with family and traveling with Kathy, Fred cherished his beach family and enjoyed cheering on his favorite teams—the North Carolina Tar Heels in both football and basketball.
Fred will be remembered for his intellect, warmth, strength of purpose, and deep, abiding love for the people in his life. Sometimes known as “Senator,” because he never met a stranger, he loved talking with others and approached each day with the goal of doing something good for someone each day. These qualities were reflected in the courage and determination with which he faced a 24-year battle with prostate cancer.
He is survived by his loving wife of nearly 30 years, Kathy Blankenship; his son, Ashley West, and daughter-in-law, Andrea; his cherished granddaughters, Halle West and Caroline West, all of Raleigh; his sister, Cathy Litvin of Huntersville, North Carolina; and his dog and loyal companion, Weston.
Services will be held at 2:00 p.m. on Monday, April 6, 2026, in the Chapel of Mitchell Funeral Home. Visitation will be held two hours prior to the service, beginning at 12:00pm. In lieu of flowers, donations may be made to the Prostate Cancer Foundation or to the University of North Carolina Annual Giving in honor of Fred’s lifelong commitment to education and helping others, by using the links below, under 'Donations'.
Dr. West often shared his favorite quote from Plato: “The measure of a society is the manner in which it treats its less fortunate.” In Fred’s honor, do something good for someone today—put a smile on another’s face.
