Joseph was born on September 12, 1956, in Amman, Jordan, to the late Shukri and Salwa Qubain.
He is survived by his wife of 34 years, Roula; his daughter, Farah and her husband Chandler Hazelton; his son, Shukri; and his brothers, Imad and Basil Qubain.
Joseph earned a Bachelor of Science in Civil Engineering from North Carolina State University and worked more than 25 years with the Department of Transportation in Raleigh. In 2011, he was appointed as the Special Assistant to the Deputy Secretary for Transit. He was deeply involved in his community, volunteering with local charities, contributing to political efforts, and serving on the State Employees Association of NC (SEANC) board. More than anything, Joseph loved and cherished his family.
A memorial service will be held at Christ Church, 120 East Edenton St., Raleigh, at 1:00 p.m. on Saturday, August 10th.
