

He graduated a semester ahead of his class at Franklin High School to join the Navy in December of 1943.
Howard was a proud member of Sigma Chi fraternity at The University of Washington and continued to wear his fraternity ring throughout most of his adult life. He graduated with a Bachelor’s Degree in business.
Howard proudly served in the US Navy as a Supply Corps officer in the Philippines and in China during WWII and Korea. He was promoted to the rank of Commander, ultimately retiring from the Navy in July of 1986.
He was an avid car enthusiast. Howard found the perfect summer job. Howard and several of his college friends drove the red touring busses to transport guests in Glacier National Park. They were known as the "Gear Jammers."
Howard married Glenn Eva Markley in 1952 and they were blessed with two children, Sharon and Paul.
His entire work career was with Safeway Stores, starting as personnel manager in the Portland Division.
The Safeway job transitioned to Howard being advertising manager and the young family was transferred to Phoenix, Arizona, for about four years then transferred again to Dallas where he finished out his career.
His retirement included volunteering with the neighborhood VIP security patrol, hunting during deer season and traveling with his wife.
Howard and Glenn chose to downsize and move to CCYoung Retirement community about 15 years ago, and they enjoyed their independence for many years. Howard’s diminishing health necessitated a move to assisted living about two years ago. He was well cared for by the outstanding hospice team at CCYoung for the last few months of his life. They provided comfort and care to him and to the family especially during the last few weeks and days of his life.
Howard is survived by his wife of almost 70 years, Glenn Eva; daughter Sharon Hammer and her husband Gary of Richardson; son Paul B. Riggs and wife Susan of Spring; five grandchildren and ten great-grandchildren.
