

ARTHUR HUBERT WEBB (HUBERT) Age 83, passed away at home in Riverside CA on May 25, 2012. He was born on May 5, 1929 in Los Angeles, CA and had been a resident of Riverside, CA for 78 years and had previously lived in Los Angeles for 5 years. He graduated with honors in Civil Engineering from USC and proudly served in the U.S. Army for 2 years. Hubert joined Albert A. Webb Associates in 1955, became President in 1984, and Chairman of the Board in 2000. During his 56 years of service, Hubert focused primarily on water resources engineering for clients such as Western Municipal Water District, Jurupa Community Services District, Crestline Lake Arrowhead Water Agency, City of Norco, and Edgemont Community Services District. As such, Hubert has helped shape the dramatic growth of Southern California. Hubert was an expert in water resources engineering. As a result of his experience, he successfully negotiated a water supply contract with the State of California Department of Water Resources, eventually leading to the formation of the Crestline Lake Arrowhead Water Agency. He was instrumental in designing 36,500 feet of pipeline and three pump stations to deliver water from the Riverside and Gage Canals to Western Municipal Water District's agricultural system. Hubert served as the Chief Technical Advisor for the Riverside/Corona Feeder Project, an ambitious project to store water in wet years in the San Bernardino Valley ground water basins and deliver the water during dry years to communities in Riverside County. This project consisted of a system of approximately 20 wells and 28 miles of pipeline, capable of moving 40,000 acre-feet of water per year. Another impressive project developed and managed by Hubert was the Box Sprints Tank Complex, which had unique environmental considerations because of its visual impact at the entrance to the City of Moreno Valley. The design incorporated a creative approach that disguised the water storage tanks as a stadium. Hubert was a registered civil engineer in the State of California and was actively involved in the American Society of Civil Engineers, California Society of Professional Engineers, American Water Works Association, National Ground Water Association, California Water Environment Federation, Federal Water Environment Federation, and National Society of Professional Engineers. Hubert was recognized by the Water Resources Institute (WRI) of California State University, San Bernardino as the 2008 Water Hero Award recipient for his donation of valuable, historical water resource documents from the firm's library to the WRI archives. Hubert was preceded in death by his wife Diane S. Webb, his parents Albert A. and Rebecca B. Webb, and brother Ernest N. Webb. He is survived by his daughter Sandra Webb (Roger Prend); sons Scott Webb and Steve Webb (Suzanne Anderson); sister Mary Webb (Gene Schaefer), all of Riverside, CA, 8 grandchildren, his companion Diana Lingren, many nieces, nephews, and dear friends. Memorial Services will be held on Thursday, June 7, 2012 at 11am at Calvary Presbyterian Church, 4495 Magnolia Avenue, Riverside, CA. The family gratefully thanks all of Hubert's caregivers for their compassion and excellent care.
