

Bill was born in Ola, AR on August 24, 1931 to William Ted and Verna Grace Hogan. He graduated from Casa High School in 1949 as Valedictorian. He served in the Navy from 1952-1956 on the U.S.S. Fletcher (DDE 445). After completion of naval duty, he earned a Bachelor of Science in Business Administration from the University of Arkansas.
On December 24, 1958 he married Thelma Lea Parker. He was retired from the U.S. Department of Health and Human Services as an auditor under the office of Inspector General, from which he received the Exceptional Achievement Award in 1989.
He loved to work in the garden, take daily walks and spend time with family. Bill displayed his love for his Lord Jesus in every aspect of his life. He served for many years as an active deacon and Sunday School teacher at Lifeline Baptist Church in Little Rock and the First Baptist Church in both Rogers and Lowell.
He is survived by his wife Thelma, daughters Patricia Ann Blackburn and husband Neal, and Teresa Jane Chandler and husband Craig. In addition, he has five grandchildren; Ashley Beck, Chelsea Blackburn Cohen and husband Jacob, Blake, Victoria, and Bethany Chandler and a great-grandson Jayce Beck. His family is honored to have called him husband, father, grandfather and a dear friend.
