After obtaining his M.D. in 1962 from Universidad de Antioquia, Medellín, Colombia, he completed his residency training in General Pediatrics in San Antonio, Texas, and then Pediatric Cardiology in Cincinnati, Ohio. He practiced in the San Antonio community for 32 years.
He was preceded in death by his parents, and is survived by wife of 60 years, Berenice O. Vélez; sons, Carlos Enrique Vélez and Luis Eduardo Vélez; granddaughters Carolina Isabella Vélez and Elliana Leigh Vélez; and step-grandchildren Santiago Palomino, Sebastian Palomino, and Sophie Palomino.
