

Leonard was born in Sweetwater, Texas, to the late Louis Talfourd and Mary Jessie Neeper on September 3, 1930. Following graduation from Snyder High School, he joined the Army and served during the Korean War. He attended the University of Texas at Austin. During his time at the University, he met and married Martha Elizabeth Beasley on April 11, 1958 in Austin, Texas. He and Martha moved to San Antonio in 1966 where he worked as Traffic Manager for Capital Cement for over 40 years. He was instrumental in developing the transport of chemicals and cement via trucks and railroads throughout the state.
He was a long-standing member of Charles Anderson Masonic Lodge 1413 and past president of the Alzafar Golf Unit as well as past director of San Antonio Jester Court #60. After retirement, Leonard served his community of Windcrest for several years as a board member of the Windcrest Economic Development Corporation. Leonard was an avid golfer and could be found any given weekend out on the greens. His passion for the game of golf was shared and evident through many family trips centering around a golf course.
Leonard is survived by his loving wife of 66 years, Martha Elizabeth Beasley Neeper; his children, Cathie Ricks, Brenda Kelling (George), Leonard Neeper, Jr. (Lori), and Johnise Stamper (Scott); his eleven grandchildren, Lenden Neeper (Eric), Avery Kelling, Layton Neeper, Taylor Ricks, Catherine Ricks, Lane Neeper, Blake Kelling, Dalton Ricks, Carson Stamper, Kyle Stamper, and Emily Stamper; and his great-granddaughter, Scottlynn.
Leonard will be deeply missed by all who knew him. His memory will be cherished forever.
Visitation is from 9:30 a.m. to 10:00 a.m. on Saturday, December 7, 2024 at Sunset Funeral Home, 1701 Austin Highway, San Antonio, Texas 78218. Funeral services at 10:00 a.m. to 11:00 a.m., Saturday, December 7, 2024 at Sunset Funeral Home, 1701 Austin Highway, San Antonio, Texas 78218. Burial will occur Saturday, December 7, 2024 from 3:00 p.m. to 4:00 p.m. at Austin Memorial Park Cemetery, 2800 Hancock Dr., Austin, Texas 78731.
