

Frank was born in Houston, Texas, on August 4, 1931, to the late Lester Francis Webber and Edna Spear Webber Wolfe. He attended Lamar High School Houston and graduated from Schreiner Institute Kerrville in 1949.
After attending Southern Methodist University, he graduated from The University of Houston with a B.B.A. in 1953.
Following two years of service in the U.S. Army, Frank married and returned to Houston where he began a lifelong career in the financial services industry which included tenures at Merrill Lynch, Pierce, Fenner & Smith, Walston and Co. Manager and Underwood, Neuhaus & Co. Vice President and Director.
He moved to the Texas Hill Country in 1978 and then to San Antonio in 1983 where he worked for Merrill Lynch until retiring in 1995.
He is survived by his wife of 54 years, Glenda Hill Webber, daughter, Claire Webber McLaurin, and her husband, Tom McLaurin, of Lufkin, daughter, Marsha Webber Turlington, and her husband, Ken Turlington, of Austin, grandchildren, Douglas Miller McLaurin, Jackson Reed McLaurin, Katherine Tyson Turlington and William Miles Turlington, as well as several cousins.
Frank was a long-time member of the Hines Baker Sunday School class at St. Luke's United Methodist Church Houston and later attended Alamo Heights United Methodist Church San Antonio during his retirement years. He was an avid reader who loved nothing more than to follow the stock market, rise early for coffee with good friends and talk about his family--of whom he was immeasurably proud.
A private graveside service will be held at a later date.
