

She was the only child of Col. John Franklin Carter and Gertrude Whitehouse Carter who predeceased her. She was born September 29, 1931 in Coronado, California and was reared in a military family. During WWII, the family moved so often that she attended 17 schools before graduating high school and seven colleges before completing her professional training. She was a graduate of the University of Texas at Austin and the University of Utah where she obtained her Master's degree in Social Work.
As an adult, she moved many times, living in Houston, El Paso, Casper, Wyoming, Tucson, AZ, back to El Paso and finally to San Antonio where she lived from 1987 until her death. Her work was involved primarily with children and families. She estimated that she had placed 300 infants and older children for adoption.
Margaret is survived by her son, Scott Stephens and wife, Kathy; grandson, Scott Stephens, Jr. and wife, Lyndsay and great-granddaughter, Clara Stephens.
Visitation will begin on Wednesday, November 23, 2016 at 12:00 p.m. with a Service at 1:00 p.m. at Porter Loring Mortuary North. Interment will follow at Fort Sam Houston National Cemetery.
In lieu of flowers friends are encouraged to donate to Margaret's favorite charities: Animal Defense League of Texas 11300 Nacogdoches in San Antonio, Adoption Affiliates of San Antonio, or the World Wildlife Fund Washington D.C.
