Rosa was born in Laredo, Webb County, Texas on January 11, 1930, to Margarito and Josepha Wise.
Rosa was united in marriage to Ruperto Salinas, Jr., they were blessed to share 56 years together.
She was preceded in death by her husband Ruperto Salinas, Jr., and her youngest son Rey Salinas.
She leaves behind three sons Rolando Kathy, Ren Maricella, Rupert Dorothy and a daughter Corina Tom Philipp; four grandchildren and one great-grandchild. Also surviving is her brother Joe Elaine Wise.
