

Francisca Dela Cruz was born on June 3, 1934, in Barangay Lactawan, Solano, Nueva Vizcaya, Philippines. She was the only child of businessman Sgt. Pedro Cruz and Magdalena Andaya Cruz. Affectionately known as Kikay or Ikay, Francisca pursued her passion for learning and language, earning a Bachelor of Science in Education, major in Filipino, from National University Manila and had her masteral degree from Philippine National College, Manila. During her university years, she showcased her literary talent with two poems published in the campus newspaper-an early testament to her creativity and love for writing.
Beyond academics, Francisca made a profound and lasting impact on her community. She quietly supported the education of children from indigent families, ensuring they had opportunities she deeply cherished. Her guidance was widely sought-many college graduates approached her for job recommendations, trusting her judgment and valuing her reputation. Each Christmas season, through a charitable effort she helped establish and one that continues today, local indigent families received essential goods. Although she never held political office, Francisca's influence in the community was undeniable, rooted in compassion, integrity, and her unwavering desire to uplift others.
Francisca began her career as a first-grade teacher, a role she embraced with dedication and joy. In her early 40s, she was diagnosed with rheumatoid arthritis, which progressed to limb contractures and partial disability. Despite these challenges, she remained committed to public service by transitioning to the Department of Education, Division Office, where she continued to contribute her skills and experience. Her industrious spirit also extended into entrepreneurship-she managed a piggery and poultry business as well as a sari-sari store, demonstrating remarkable resilience and a tireless work ethic.
After completing her college degree, Francisca married the late Engineer Rodolfo Vergara Dela Cruz Sr. of Bintawan, Villaverde, Nueva Vizcaya. Together, they built a loving and close-knit family, blessed with five endearing children, seven grandchildren, and two great-grandchildren.
Francisca was predeceased by her beloved husband Rodolfo Sr. and her eldest son Rolando. She is survived by her children: Fely (Dr. Bong Q.), Arlyne (Dr. Manny Ocampo), Rodolfo Jr. "Bong" (Mel+), and Joy (Mark).
She is lovingly remembered by her grandchildren: Rolleen, Allan and Julienne (with Maxene and Martee), Francis, Tiffany and Ben, Renz and Remi, Jairus, and Josh.
