Joe was born on October 25, 1954 in Santa Ana, CA. He was the fifth child to Paul and Sally Velarde.
Joe started his career and trade as a carpenter. He framed and built many houses throughout Southern California. He also operated a Gradall. The next 17 years were spent working at Caltrans. He was on the maintenance crew and took pride in keeping the freeways clean. He retired in 2014.
Joe was a simple man with an interest in old cars, good music, and delicious food.
Joe was father to Stacy, Joe, Marlo, and Anthony. He was grandfather to Aubrey, Mia, and Dahlia.
