

Windy was born in Apollo, Pennsylvania to John and Olive (Beck) Coulter on May 28, 1935. He attended school at Apollo High School and graduated in1953. He was a Sergeant in the Army and was honorably discharged in 1963.
He worked as an insurance investigator for Equifax, before retiring. Windy enjoyed all sports and was a Little League coach and a High School football and basketball referee for many years. He went hunting yearly during deer season, and enjoyed time spent at camp near Cooks Forest, PA. Windy enjoyed many kinds of dancing, including square dancing with his wife; was a member of the First Church Methodist Congregation of Sarasota FL, the American Legion and the Fraternal Order of Eagles.
He is survived by his wife, Burnette ‘Bernie’ Coulter; children: Elizabeth (Mark) Myers, Debra (Larry) Luczkowski, David (Karin) Henschel, Mary Beth Wilson, Patricia (Donney) Smith, Mark Coulter; brother Dennis (Lynn) Coulter; 15 Grandchildren and 10 Great Grandchildren. He is preceded in death by his parents, son Randy, and brother Benny.
A military burial service will be held at Sarasota National Cemetery on April 2, 2024, at 2:00pm, where he will be interred. Arrangements by Robert Toale and Sons Funeral home – Wiegand chapel.
