Foster was born on March 30, 1923 in Greenwood, Louisiana to Lushion and Martha Alexander. As a young man, Foster joined the U.S. Army where he earned the rank of Master Sergeant. He retired after nearly 30 years of service.
Foster was a great educator who believed in talking with people. He was also a great lover of politics and was always up to date on current affairs. He assisted with Monterey County Elections, and worked with the NAACP. He was a member of the Retired Men's Social Club and senior usher at Fort Ord Chapel for over 25 years. Foster was also very interested in and loved working with computers.
Foster was a family man who absolutely loved children. On his daily walks, the neighborhood kids would come join him just to talk with him. He was often called "the duck with many ducklings" by his daughter Elizabeth, and everyone called him grandfather. If you needed something done, you would only need to call on him.
He is survived by his loving wife, Mary, his three children; Xavier, Elizabeth (OJ), and Foster (Shirley). He is also survived by many grandchildren and great-grandchildren, and a host of relatives and friends.
