Passed away on Wednesday, February 27, 2013. She is survived by her daughter Paulette Ostrem (James), her grandchildren Todd Coleman (Danielle) and Tanya Ostrem and great grandchildren Taylor Coleman and Imani Cowart. Frances was preceded in death by her husband Wesley Arno Cooper in 2007.
