
Born in the coal mining town of Nanticoke, Pennsylvania, on September 21, 1935, Frank went on to earn an engineering degree from Penn State University. In the 1950s, he answered the call to service, joining the United States Army and contributing to the rebuilding of post-World War II Europe. Following his military service, he pursued his passion for civil engineering and urban development, earning a master’s degree in City Planning from the Catholic University of America in Washington D.C.
Frank dedicated over 45 years of his life to public service in Maryland and Washington D.C. metropolitan area state & local government, retiring as a Senior Engineer and City Planner with the U.S. Department of Housing and Urban Development in Washington, D.C., where his work helped shape communities across the nation.
A devout Catholic, Frank was deeply committed to his faith, active in church life, and a lifelong student of the Bible. His quiet strength, integrity, and devotion to service left a lasting impact on all who knew him.
He is survived by his loving son, John F. Price, and daughter-in-law, Lori A. Price, of Greenwich, Connecticut and his two grandchildren Luke and Abigail.
Frank will be remembered with love and gratitude for a life committed to public service to his country, purpose and faith.
