James M. Foster, known lovingly as Jim, of Oak Harbor, Washington, passed away peacefully at home on May 25, 2025, surrounded by the care and love of his family.

Born on October 20, 1939, in Rugby, North Dakota, to Lorenzo and Ruth Foster, Jim’s life growing up was marked with dedication and love for his family. The U.S. Navy brought Jim to the Pacific Northwest, where he proudly served as a Chief Petty Officer and Aviation Electronics Technician. It was here that he built a life and home, never leaving the region he came to cherish.

Jim was preceded in death by his beloved wife of 49 years, Rose, and now rejoins her in eternal peace. He leaves behind a beautifully blended and deeply connected family spanning the globe.

He is survived by his brothers Ken & Joyce Foster, Tom & Darlene Foster, his sisters Pat & Paul Miller (Foster), Maria & David Polly (Shields), his children Diane Roy (Foster), James Foster Jr., Michael Foster, Joseph Foster, Johnathan Foster, and stepson David Kougl. He is lovingly remembered by 12 grandchildren, 9 great-grandchildren and counting – as well as numerous nephews and nieces living across the United States, the Philippines, New Zealand, Japan, and Australia.

Jim’s life was one filled with love, laughter, and quiet strength. He loved to play mahjong, crib, and go to the casino! His mentality was, if it broke… he could fix it. Known to some as the smartest man they ever known and a toughness beyond the norm.

You were my Buddy, my friend and my favorite. I chose you from a very young age to be these things for me and you picked up the reins without ever letting go. I am forever thankful for what you did, and what you sacrificed. I’ll never forget you, Uncle. Love you T
