I was saddened to hear of Tom's passing.  I worked for Tom at the ICC as a freshly minted PhD economist, right out of grad school. He was a great mentor and boss.  He was an even better friend.  He was full of bluster, but that was all for show. He had a heart of gold and a keen intellect.  I enjoyed our discussions and friendship.  Thank you, Tom, for the memories.  My prayers and condolences to his family.  He will be missed.

I have been honored, not only to have Tom Kennedy as a professional colleague, but as a friend. As a colleague, one could find no one with more integrity or intellectual honesty. Tom always put what was  “right” before what was politically expedient in the very political venue of utility regulation. He evaluated every aspect of very complex public policy decisions from the standpoint of what was in the long term interests of the “ ratepayers “ of utility services.     As a friend he was constant, loyal, and generous. He was a great father not only to his biological children but also to those who he and Judy fostered. He never forgot a kindness and never took anyone for granted. God made very few men like my friend Tom Kennedy. I was very, very, lucky he gave me his friendship. God bless and keep you and give strength to those you loved.

I had the privilege of working with Tom at the ICC during much of the 1990s.  Tom had a great mind for policy but more importantly he combined it with genuine caring and sharp wit.  I fondly remember having a front-row seat for many a spirited policy debate between Tom and my then boss, Commissioner Ruth Kretschmer.  I didn’t fully appreciate it at the time, but those debates were a great example of the benefits a public utility commission can bring to the shaping and refining of public policy. I worked with Tom but our biggest bond was our love of baseball and the Minnesota Twins. I never quite figured out how a guy growing up in California became a Washington Senators (later on Twins) fan but it was interesting to know someone with such a long memory. The last text I exchanged with Tom was about the Twins and the last time I saw him we went to a Springfield Sliders game. The Twins made a trade with the Yankees the other day and I found myself wondering what would Tom think of this. I am sure he would have an opinion and it would have been a strong one! I will miss him. Being in Arizona I regret not being able to attend the service. My condolences to all the family. For all his bluster he had a heart of gold that we are poorer for not having anymore.

Tom was a very caring person with a big heart. I worked with Tom at the ICC for many years and always enjoyed our conversations and his insights.  When Tom retired, I always looked forward to his visits back to the ICC to hear how Judy and the kids and grands were doing. I was sad to hear he had passed. We met in 1984 when I was assigned to NARUC's Gas Staff Subcommittee.  Tom had been a member for some time and had served as its Chair.  I quickly came to appreciate Tom's economic analytical skills and his ability to communicate complex issues clearly.  We could always rely on Tom to offer insights into problems that confronted those of us working in other jurisdictions.  Since our mutual retirements, I could count on stimulating discussions on economic issues and political developments during our telephone conversations and e-mail exchanges.  Only in my fantasies could I imagine giving as much as I received from him!  He always had a command of relevant (and, in my  not infrequent objections, irrelevant) information to bolster his arguments.  I was so fortunate to know Tom, and life will be so much less interesting without him.

Heartfelt condolences to the family.  We are so sorry for your loss.  Tom was a good friend and colleague.  The ICC was fortunate to have such a bright and passionate advocate.  His bigger-than-life character lives on.  RIP.     Madelon & Steve Kuchera

I was fortunate to share an office with Tom when he arrived at Kansas State University in the Fall term, 1974.  He was extremely bright, having already published in prestigious economics journals.  He was a very popular colleagues with the younger members of the econ faculty at K-State

Tom was a great colleague in the economics department at Kansas State University in the mid and late 1970s.  He published in outstanding journals, and he and Judy were popular with the econ colleagues and other members of the community.  We were disappointed when Tom decided to leave K-State to join the economics department at the University of Missouri in Columbia.  Tom's KSU colleagues will miss him, and convey our heartfelt condolences to his wonderful wife Judy.     Tom Thomas

Deepest condolences to the Kennedy family: This is Lorin ("Larry") Letendre, a long time friend and roommate of Tom's at UCSB.  We often rode back and forth to our homes in the Bay Area together and we played a lot of tennis and golf and cards on many occasions since graduating from college.  He was a dedicated attendee at all our UCSB Roommate Reunions and we will all sorely miss his presence at future reunions. I truly wish I could attend his service in person but I committed many months ago to serve as Master of Ceremonies for our California Wildlife Day celebration here in Carmel Valley on Saturday morning March 19th, with practice sessions scheduled for Friday March 18th.  I will be sending a video for you to play at the service, but until then you have my deepest condolences and relief that Tom's decades of health issues are now behind him. I only wish he could have been strong enough to receive that transplant that was awaiting him. He deserved that after so many years of patient waiting. He was a true friend ever since I met him in our dorm back in 1965. Hugs to his family, Larry
