

Tom was born on April 9, 1947, in Oakland, CA, the son of Earl Barry and Marion Helen (Smith) Kennedy. He married Judy Ann Budnik on June 21, 1969, at St. Joseph Church in Upland, CA.
Tom attended the University of California, Santa Barbara, where he met his wife in 1966 and graduated in 1969. He then attended Johns Hopkins University, earning his Ph.D. in economics. Tom worked for the Illinois Commerce Commission as a political analyst and in their research division for over 30 years. He had a dedication to the protection of the people of the State of IL by regulating of natural gas prices. Tom coached youth soccer with the YMCA and assisted many teams through the years for his children. He was also a fan and full supporter of all his grandchildren’s sporting activities. Tom enjoyed watching the St. Louis Cardinals, the Minnesota Twins, the Oakland Raiders, and Illinois basketball. He also enjoyed giving his opinion and yelling at Obama/Biden or debating anyone else with a differing opinion.
He was preceded in death by his parents, Earl Barry and Marion Helen (Smith) Kennedy; son, Scott M. Kennedy; brother, Craig Kennedy; and in-laws, John and Virginia Budnik.
He is survived by his wife of 53 years, Judy Kennedy of Springfield; four children, Shawn T. Kennedy of Springfield, Shannon Kennedy (husband, Russell Quinoa) of Miami, FL, Samantha Kennedy of Springfield, and Jay Anderson of Springfield; and five grandchildren, Katie Kennedy, Matthew Kennedy, Isabella Quintana, Lexie Quinoa, and Scott Quinoa.
Visitation and Funeral Ceremony: Family will receive friends from 10:00 until 11:00 a.m. on Friday, March 18, 2022, at Butler Funeral Home-Springfield, 900 S. Sixth St., Springfield. A Funeral Ceremony will be held at 11:15 a.m. with Celebrant Judy Woerner officiating. For those who wish to view a recording of the ceremony, you may do so by visiting here after 4:00 p.m. on Friday, March 18, 2022.
Cremation will be provided by Butler Cremation Tribute Center following ceremonies with burial at Oak Ridge Cemetery at a later date.
