

He was born July 19, 1947 in St. Louis, Missouri to Raymond and Margaret Baldwin.
He was preceded in death by both parents, and his 1/2 brother Eugene Gambrill.
He attended Lanphier High School graduating in 1965. He later attended Lincoln
Land Junior College and then Sangamon State University concentrating his studies in Law Enforcement Administration and Legal Studies respectively.
He married Debra Rhodes Baldwin on June 30, 1984.
After working in the Insurance field for many years he began his Law Enforcement career with the Auburn Police Department in 1976. He attained the rank of Sergeantbefore transferring to the Sangamon County Sheriff’s where he finished his tenure as a police officer after several additional years. For 11 years he served as the Secretary for Lodge 55 of the Fraternal Order of Police. For seven years he served as Co-Chairman of the State F.O.P’s Legislative committee, and two years on the National Coalition of Police Organizations and traveled numerous times to Washington D.C. to work on the original ”Bullet” bill legislation. His Illinois work was conducted on two primary pieces of successful legislation. The first was the police officers “Bill of rights in 1981 and the “Collective Bargaining” bill in 1985.
Along with his Wife Debra, a free lanced court reporter, they began Baldwin Court Reporting and Legal Video Services in 1984. He was a Legal Video Specialist and recognized as an Expert, testifing many times in multiple court jurisdictions.
In addition to his wife, Debra, he is also survivied by a son Trevor of Springfield, a daughter Darcy of Springfield, a step-daughter, Brenna Baldwin, of Jacksonville, IL, and a sister Susan Fraase, of Dallas,Texas.
Arrangements are under the direction of Bisch and Son Funeral Home 505 E. Allen where visitation will be from 4-7 pm Wednesday, September 25, 2013. A family graveside services will be held at 11:00 am Thursday, September 26, 2013 in Union Miners Cemetery, Mt. Olive, IL with Rev. Christine E. Erdmann officiating.
In lieu of flowers, those who wish may direct memorial contributions in Randy's name to the family.
