He is survived by his wife of 22 years, Kathleen Galloway Mitchell, his sister, Kate Mitchell (Pat Toalson) of West Barnstable, MA and two brothers Jerome E. Mitchell (Martie) of Kensington, MD and Peter E. Mitchell of Tampa, FL. His survivors also include 13 nieces and nephews.
He grew up in northwest Washington, DC, attended Blessed Sacrament Elementary School, graduated from Wilson High School in 1958, St. John's University (Collegeville, MN) in 1962, and the Catholic University Law School in 1968.
While attending law school at night Jack worked at the U.S. Library of Congress. After law school, he went to work for the U.S. General Accounting Office, Office of the General Counsel, from 1968 until 1995 Jack was a member of the Springfield Golf and Country Club; an avid golfer and tennis player.
A Mass of Christian Burial will be held on Friday, March 22, 2013, 11 a.m. at the Church of the Nativity, 6400 Nativity Lane, Burke, VA 22015.
