Jay was born in Falls Church Virginia to Ruth Harriet (Lisa) and Lawrence (Larry) Scarlata, on February 5, 1960. He graduated from Robert E. Lee High School and attended Northern Virginia Community College where he took business management courses and earned a license as a registered electrician apprentice. Jay was an electrician assistant at Dittmar Incorporated and at James R. Harris Corporation. He also served as a project officer assistant for Nichols Advanced Marine and spent many years as an electrical and plumbing consultant for Fischer’s Hardware store in Springfield.
Jay is survived by his brothers Michael (Mike), and Stephen (Steve) Scarlata, mother Ruth Harriet (Lisa), father Lawrence (Larry) Scarlata, sister-in-law Charina Scarlata and nephew Paul Scarlata.
