Born in Columbia Mississippi to Percy E. and Emma Ratcliff on May 9 1928. A graduate from Colombia High and USM where he received his degree in Political Science. He retired from the United States Marine Corps after 25 years of service and began a career with State Farm Insurance for another 20 years. He was a devoted volunteer at INOVA Hospital for many years.
Percy was preceded in death by his beloved wife Ernestine Ratcliff, daughters Peggy Ratcliff and Linda Watson, his grandchildren Donald Meyer, Douglas Meyer, and Abel Kemp.
He is survived by his loving granddaughters Laila FriedInd, Jeannie Meyer, and Leaha Kemp along with 6 beautiful great grand children Robert Guidry Jr., Philip D. Guidry, Zachary Kemp-Blarek, Mikayla Kemp-Blarek, Serenity Smith, and Liam Black.
