Born and raised in Alexandria, she attended Parker-Gray HS and Hampton Univ. She served 26 years as a congressional secretary, mainly in 1970s and 80s for Congressman John McFall and retiring in 1993 while working for Congresswoman Nancy Pelosi.
Rosetta was the beloved daughter of the late Rosa Cleveland and late Joe Payton. She was preceded in death by her husband of 32 years, MSG (R) Willie Rollinson, and for 16 years to the late Paul Ruffin. She leaves to cherish her memory a daughter, LTC (R) Paulette Ruffin; two grandsons, M. Joshua Ruffin and D. Christopher Ruffin, and a host of family and friends.
A "home-going" celebration will be held in late summer where memories will be shared through pictures and stories.
