He was born in Cabo Rojo, Puerto Rico to Salustiano Arroyo and Carmen Acosta on November 27, 1946. He went to school in Hoboken, New Jersey. He married Norma Iris Felix on September 6, 1970, in Hoboken, New Jersey. He graduated from Jersey City State College in 1976. He was a veteran of Vietnam and served in the Army. In 2002, he received recognition from the Postmaster General of the United States Postal Service for his dedicated service during an honorable career of 33 years to the Government of the United States. He was an avid sports fan and engaged in physical activities such as swimming, biking, and running.
Saul is preceded in death by Salustiano Arroyo, Carmen Acosta, and siblings, Edgar Arroyo, Miriam Delvalle, and Noemi Cappiello.
He is survived by Norma Iris Arroyo, son Saul Arroyo, Jr., sister Carmen Delvalle, and brother Salustiano Arroyo, Jr.
Funeral services will be held at 5 p.m. on September 8, 2025, at Demaine Funeral Home, 5803 Backlick Road, Springfield, Virginia 22151. Burial will be on September 9 at the National Memorial Cemetery at Quantico. Arrangements made by Demaine Funeral Home.
Memorials may be given to The Michael J. Fox Foundation for Parkinson’s Research.
