Ser was born on July 31, 1943, in Baler, Philippines. He graduated from the University of Santo Tomas in Manila with a Bachelors of Science in Commerce and Bachelors of Art degree. He worked many of his professional years as an accountant and a systems analyst. He enjoyed time with family, traveling, taking road trips, fishing, taking pictures and listening to music.
Ser is survived by loving his wife, Adarna Zubia and his two loving children, Tracey Ramos and Michael Zubia; three wonderful grandchildren, Adrien, Jalen and Taren Ramos; his beloved sister, Mebeline Panghulan and her three children, Irish Del Rosario, Jason Panghulan and Katrina Panghulan.
