Penny Lynn Hicks

She was born January 10, 1969 in Washington, DC to the late, Sharon Hicks (Edmonds) and her husband Ray E Hicks.

She is survived by her father, Ray E Hicks, and her siblings Ray C Hicks (Terri), Veronica-Ronni Hess (Brian), Raymond Hicks (Lisa) and Michael Hicks, also brother in law Tommy Thornton.

Penny was a mother to Ashley Powell Lane (Brad).

She will also be greatly missed by her nieces and nephews, Jessica Hicks, David Hess (Kevalyn), Alex Hicks, Buddy Sabins, and Dylan Hess, and great niece, Sayler.

Penny was a grandmother to Madison Lane, Morgan Lane

She was preceded in death by her mother Sharon Hicks (Ray) and her sister Vonda Thornton (tommy)

Penny was a kind and caring person who brought warmth to those around her. She briefly worked in dispatch with the Stafford Sheriff's Office, where her love for helping others and connecting with people shone through. Penny deeply loved her nieces and nephews and cherished the time spent with them. She also had a special love for her cats, who brought her comfort and joy.

A visitation will be held at Mullins & Thompson Funeral Service, located at 186 Shelton Shop Rd, Stafford, Virginia, 22554, on January 11, 2026, from 10:00 am to 11:00 am.

A Celebration of Life will follow at the same location, beginning at 11:00 am.
