

She was raised in Portsmouth, Va and moved to Virginia Beach in 1956. She was a graduate of Woodrow Wilson High School in Portsmouth, Va and attended Radford University for a short period of time.
Phyllis worked for Dominion Va. Power in Portsmouth, VA, the Norfolk Naval Shipyard and after moving to Northern VA. in 1967 she worked at Kings Glenn Elementary school.
She was the daughter of Wallace and Della Blanchard. She was preceded in death by her husband, Wallace; and her sister, Dee Sherman.
She is survived by her son, BK Brinkley of Va. Beach; daughter, Karen Brinkley and daughter-in-law Stacy High-Brinkley of Stafford, VA; her five Grandchildren, Noah, Nathan, Annie,Natalia and Oksana; and her two great grandchildren, Lauren and Valya.
Visitation will be held at Mullins & Thompson Funeral Service in Stafford, Va on Wednesday, May 14, 2025 from 10:00-11:00am with her Celebration of Life starting at 11:00am.
Her interment will follow at Quantico National Cemetery.
