

Charles Dwayne Carter, Aka (Fred) was born in Atlanta Ga. April 20th 1967. He grew up in Forest park Ga where he lived with his Mother Barbara K. Biddy and his late grandmother Bessie L Vaughan. He participated in the Special Olympics at a young age in 1975~1977 winning several 1st and 2nd place ribbons. Dwayne graduated from Morrow High school in 1985 and began his career at the Work Tech program for adults with special needs in Jonesboro, GA where he worked for 3 years and earned what he called his “Po check”. Dwayne was a loving individual who would light up any room with his contagious smile and his sweet spirit. He loved everyone. He loved the Atlanta Braves, Falcons, Elvis, Big Trucks cookouts, camping and spending time with family and friends. He will be sorely missed by all that knew him.
Dwayne was preceded in death by his grandmother, Bessie L. Vaughan of Forest Park GA; aunt, Mary L. Bell of Forest Park, GA; Richard M. Vaughan of Greenville TN; and cousin, James D. Roe of Forest Park GA. He is survived by his mother, Barbara Kay Biddy of Forest Park GA; his caretaker, Ndeye Dia; his cousins Kelley and Mark Barron, Jackie and Darryl Shoemaker, James Roe, Brittany Bell, Deven Sheats and many more in Greenville TN, including extended family and dear friends.
A visitation of family and friends will be held for Dwayne on Saturday, April 9, 2022 from 11:00 AM to 12:00 PM at Horis A. Ward Funeral Home - Fairview Chapel | 376 Fairview Road Stockbridge, Georgia 30281 followed by a celebration of life memorial service at 12:00 PM in Ward's Chapel.
