He was born on October 21, 1932 in Hunan, China to Shu-Ping and Fung-Ru Tso. His family lived through the Second World War and when the Communists took over Mainland China, his family journeyed with the government of the Republic of China to Taiwan. Paul excelled in school and received his law degree from Taiwan University. He then came to the United States to study International Law. After receiving his Master’s Degree from New York University, he returned immediately to the Republic of China (Taiwan) to serve his country. He had a distinguished career in the Foreign Service for over 40 years.
Paul is survived by his wife, Regina, their sons David and Benjamin, his daughter-in-law Lily, his sister, Julie and her children Anne and William, and his sister-in-law Rita and her children Richard, Robert, Raymond, and Jennifer.
