

He was born in Toronto and grew up with his six siblings in North York. He attended the University of Toronto and received a civil engineering degree and a subsequent Master of Applied Science in water resources and environment. His passion for engineering led to a career in consulting for 12 years, then working for the City of Delta for 23 years.
He was predeceased by his parents, James and Dolina Fraser, and is survived by his wife, Kathy; daughters, Kyla and Hannah; siblings, James (Diana), Carolyn (George), Donald (Joanne), John (Joanne), Neil (Jennifer), and David (Susie); and 32 nieces and nephews.
The most important part of Hugh’s life was the love he had for his Saviour. He served the church as an elder, was a spiritual leader in his home, and mentored many others in the faith. In the last few days of his life, he had II Corinthians 4 and 5 on his mind. “For our light affliction, which is but for a moment, worketh for us a far more exceeding and eternal weight of glory; while we look not at the things which are seen, but at the things which are not seen: for the things which are seen are temporal; but the things which are not seen are eternal.” II Corinthians 4:17-18
We are comforted that Hugh is in eternity rejoicing. “You make known to me the path of life; in your presence there is fullness of joy; at your right hand are pleasures forevermore.” Psalm 16:11
