

Frank is survived by his wife of 39 years, Anne, his son Ryan of Tallahassee and his wife Alyssa, two grandchildren Emmy and Elliot, daughter Jaimie Matthews Francis of Washington, DC, and her husband David.
Frank was born in Troy, New York where he attended and graduated from Catholic Central High School. He went on to graduate from University of Rochester and University of Miami Law School.
After law school, Frank moved to Tallahassee to start his career as an environmental attorney with Hopping Green & Sams where he practiced with distinction for 36 years. Frank excelled in all areas of law practice—helping clients solve their problems with legislation, using agency regulations to advance their goals, negotiating acceptable solutions whenever possible, litigating against adversaries when necessary. His peerless skills are reflected in the year-after-year top-rank listings he received from ratings services like Chambers, Best Lawyers, Florida Trend’s Legal Elite, Florida Super Lawyers, and others. They are also reflected in the loyalty of clients who entrusted him with their problems for decades.
Above all else, Frank was most proud of the family he and Anne built together, from when they first started dating at the age of 13. He enjoyed spending time with his loved ones in upstate New York, especially at the Saratoga Race Track, and traveling to new places with Anne. His family is most grateful for how Frank excelled in everything he did—he was the best imaginable partner, father, and grandfather. He enjoyed making people laugh and was known for his quick wit. His fierce love of family came through with a one-of-a-kind flair that continues to make Frank's family so proud of how he approached every facet of his life, living it to the very fullest. His love for them was so strong that it will be felt forever.
Frank is preceded in death by his mother Margaret Gilboe Matthews, his dad Kyran Matthews, and his brother Kyran Matthews, Jr. He is survived by his brother Tom Matthews (wife, Nancy) and his sister Susan Matthews Ferriero (husband, Carmen) and beloved nieces and nephews.
In lieu of flowers, Frank's request was for donations to be made to the Leukemia and Lymphoma Society.
