

Born in Tampa, Florida, on September 11, 1946, the much loved son of Floyd and Mary Evelyn Mann, he traveled the world as a military kid. Rick played baseball and football in high schools in France, Germany, and Satellite Beach, Florida. He received Bachelor of Science, Master of Public Administration and Juris Doctorate degrees from The Florida State University.
Rick practiced law for many years on behalf of public utility customers in the State of Florida Office of Public Counsel.
Ever the athlete, Rick loved to play handball, run, cycle, and workout. He enjoyed traveling and the great outdoors, especially Yosemite and Acadia National Parks.
Rick appreciated books, music, art and theater. He was the one man in a million who loved to shop. Rick was an equal opportunity sports fan, including high school, college and professional sports. Rick and Edna attended many FSU games, especially women’s volleyball, soccer and basketball, and men’s baseball, which was his favorite.
Rick had many personal and professional accomplishments, but he was most proud of his relationships with his family and friends. Rick was very active in the lives of all the children in his family and those he considered family.
Rick was a kind and decent man, courteous to all, and a southern gentleman in the best sense of the term. He always had a welcoming smile for everyone he met.
Rick is survived by his wife of 30 years, Edna Parker Mann, whom he always called his bride and the love of his life. Edna was so lucky to have been married to the most wonderful man and loving husband. Beloved family members include sister Lori Fisher and her husband Dr. Ron Fisher, and their sons and wives, Ben and Jess Fisher, Zack and Tara Fisher, and Daniel Fisher; mother-in-law, Argentina Parker; brother-in-law Don Parker and his wife Susan, and their children Chris, Shannon, and, Jordan and wife Brittany; brother-in-law Raymond Parker and his wife Leslie, and their children, Daniel and Courtney; sister-in-law Dawn Parker and her husband Dr. Martin Ivancic, and their daughters and husbands, Alison Ivancic and Kyle Morgan, and Maggie Ivancic and Aaron Hayworth.
Rick cherished the children of his dear friends who became family nieces and nephews: Connie Furlow Brendle and her husband Ryan; Beck Furlow; Meredith Langford and her husband Frank; Robert Evans and his wife Shelbi; and Brian Evans. Great-nieces and nephews include Silas and Levi Fisher, Chloe and Emily Fisher, Ethan and Jack Parker, Mason Parker, Jack Langford, and Drew Elizabeth Evans who was a particular light in Rick's life.
The family would like to thank Dr. Moritz Dehler of Capital Health Plan, the University of Florida Center for Movement Disorders and Big Bend Hospice for the care provided to Rick. We especially appreciate two special friends who made it possible for Rick to stay at home during his struggles with Parkinson's Disease: Ms. Sandra Herring and Mr. Junebug Harris.
Rick was a member of St. John's Episcopal Church. He had deep and abiding love of God. Rick loved the gift of his life and will be missed by many people.
Visitation will be from 6 - 8 p.m. on Wednesday, November 29, 2017, at Culley’s Funeral Home at 1737 Riggins Road. The funeral service will be held on Thursday, November 30, at 1 p.m. at St. John’s Episcopal Church. Burial will immediately follow at Culley’s MeadowWood at 700 Timberlane Road with reception afterwards. In lieu of flowers, please make memorial contributions to the charity of your choice, especially those that benefit children's sports.
