

Richard D. Scarborough, a loving husband, devoted father, and Korean War Veteran from Tampa, Florida, passed away peacefully at the age of ninety on December 10, 2023. Born on November 27, 1933, to Horace and Genevieve Scarborough in Tampa, Richard led a life that was as remarkable as it was inspiring.
From an early age, Richard's character was defined by bravery and commitment to excellence. At just sixteen, he enlisted in the U.S. Army, serving as a combat infantryman and paratrooper with the 187th Airborne Regimental Combat Team, famously known as the "Rakkasans." His distinguished service earned him the Korean Service Medal adorned with Two Bronze Service Stars, the Combat Infantry Badge, and the esteemed United Nations Service Medal for Korea.
Richard's career as an Electrical Construction Foreman was distinguished by the same excellence that marked his military service. Renowned for his unwavering integrity, tireless work ethic, and commitment to excellence, Richard was a natural leader. These qualities led to his pivotal roles at Morrison Knudsen Corporation and Fluor Corporation, two of the leading engineering and construction firms in the world.
A notable moment in Richard's career was his involvement in the restoration and modernization of the Hoover Dam's hydroelectric system, which earned him accolades from President Eisenhower's administration. His professional path led him around the world. Richard contributed to military infrastructure projects in the Vietnam War era and participated in key energy projects in Africa, Saudi Arabia, and Abu Dhabi. His time at Morrison Knudsen and Fluor Corporation included work on the development of NGL gas extraction facilities and on electric, hydroelectric, and nuclear power plant projects.
Beyond his professional achievements, Richard's passion for travel and cultural exploration led to family adventures around the world, creating cherished memories. From climbing the Great Pyramid of Khufu in Egypt and riding camels in the Sahara, to exploring ancient ruins in Greece, visiting museums in Amsterdam, and shopping in Dubai.
Richard's heart belonged to his beloved wife of 50 years, Phuoc Scarborough, who predeceased him in 2021. A devoted family man, Richard will be remembered and deeply missed by his sister Shirley Behar and her husband Charlie, sister Priscilla Johnson and her husband Richard, daughter Carol Sue Parrish and her husband David, son Scott Scarborough and his wife Jan, daughter Nancy Duckett and her husband Joe, along with seven grandchildren and seven great-grandchildren. His son Robert Scarborough and daughter Patty Scarborough also predeceased him, but their memories remain integral to his story. Richard's legacy, characterized by strength, dignity, and honor, continues to resonate with his family and all who knew him.
A Memorial Service to honor and celebrate the life of Richard D. Scarborough will be on Wednesday, January 24, 2024, at Blount & Curry Funeral Home - Carrollwood Chapel in Tampa, Florida from 11:00 am – 12:00 pm.
