

Keenan was born on April 28th, 1968, in Ft Hood, Texas. He graduated from Hinkley High School in 1986, working for many years as a courier before ultimately finding his passion as a police officer in 1997. He worked for the Brighton Police Department from 1997 until he retired in August of 2023. Keenan lived a life of service and was a leader and mentor to so many. He went from officer, (skipping corporal), to sergeant in 6 short years. Keenan became a top-level Koga instructor, Range Master (firearms instructor), Baton instructor, field training officer and founder of the Brighton SWAT team. He was the definition of a “cops cop”, and always served the Brighton community with great servitude and pride. He exemplified servant leadership, mentoring and teaching were his passion. To know Keenan was to hear these words – “learn how to respond and not react”.
Keenan loved the Lord and his faith was what carried him through daily life. Even in the midst of his health battles, his faith never wavered. He wanted everyone to know about Jesus and made it his mission to bring as many people to Jesus as he could. His favorite verse was Isaiah 6:8 “Then I heard the voice of the Lord saying, Whom shall I send? And who will go for us? And I said, Here I am. Send me!”
Keenan was dedicated to his wife, Amanda and their 4 boys, Austin, Joshua, Malachi and Isaiah. He was an amazing father and taught his boys to take challenges head on and to always be respectful and kind. Keenan and Amanda were married on October 28th, 2017. He loved taking beach vacations, riding his motorcycles and enjoying a good pour of high-end whiskey. Keenan was a devoted family man and a Brother to many. He lived his life with passion, grace, courage and leadership.
Keenan is survived by his wife Amanda Waters, their 4 sons Austin, Joshua (Lexi), Malachi and Isaiah; father Kenneth Roger Waters; brothers Kenneth “Kitt” Waters (Relina “Ray”); John Christopher Waters (Ashley), many nieces and nephews and friends he considered family.
He is preceded in death by his mother Gloria Waters; brother Adam Waters; nephew Bishop Waters and his grandparents.
