He served honorably in the United States Navy in WWII, then graduated from Linfield College and University of Oregon. He retired from Portland State Univeristy, a professor of physics.
Cecil was married to Frances L. Newman, who proceeded him in death in 2001. He was also preceeded in death by two sisters and a brother.
His hobbies were bee keeping and gardening, repairing watches and radios.
He is survived by his long-time companion, Inge A Vaden; daughters, Niki Franko, Susan Hollister and Claire McGregor; grandchildren, Sean McGregor (Cori), Janea Williams, Lena Schroeder and Lane Schroeder; great-grandchildren, Jasmin McGregor and Antonis Aiells, and brother, George A. Sanford.
Cecil was a most honorable man and will be much missed.
