

Francis Edward Dougherty, 62, of Toms River, passed away on Saturday, March 16, 2013, at Van Dyke Hospice at Community Medical Center in Toms River. Frank was born on January 22, 1951 in Brooklyn, New York. He graduated from Toms River High School South in 1969 and attended Ocean County College. Frank worked for New Jersey Department of Transportation as a highway inspector for 25 years, retiring in 2011. He was an avid sports fan. Frank loved everyone with an enormous heart and was kind to everyone he loved.
He was predeceased by his father, Edward T. Dougherty in 1989; stepfather, Leonard DeStefano in 1975; stepfather, Allen Olsen in 1993; maternal grandparents, Thomas and Elinor Wheeler and fraternal grandparents, Mamie and Bill Williamson. Surviving are his mother, Helen Olsen; his son, Frank Dougherty Jr. and his fiancée Kara Martinez; his daughters, Michele Cagnano and her husband Nicholas and Aimee Rinkerman and her husband Jesse; four cherished grandchildren, Alexis, Gage, Anthony and Cannon; his sister, Kathleen Dougherty; brother, Robert DeStefano; nephew, Anthony DeStefano; an uncle (who is like a brother), Johnny Wheeler and his wife Debbie and stepsister, Phyllis Galli and her daughter, Debbie.
Visitation will be held from 2-4 and 6-8 p.m. on Wednesday, March 20, 2013 at Anderson and Campbell Funeral Home, 703 Main St. Toms River. A funeral mass will be held on Thursday at 10:30 a.m. at St. Luke Church, 1674 Old Freehold Rd. Toms River. Burial will follow at St. Joseph's Cemetery in Toms River.
