Thomas Anthony Payne, 79, of Kibler, passed away Friday, September 16, 2022 in Fort Smith. He was born June 22, 1943 in Baker City, OR to the late Leo and Mary (Irvine) Payne. He served in the U.S. Marine Corps, and was a retired City Manager for Arvin, CA.
In addition to his parents, he was preceded in death by a sister, Mary Alice Duncan.
He is survived by his wife, Rosa Payne of the home; two sons, Mike Payne of Denton, TX, and Todd Payne of Bakersfield, CA; two stepdaughters, Sofia Giroux of Santa Ana, CA, and Charity Espinoza of Bakersfield; a stepson, Carlos Espinoza of Bakersfield; two brothers, Lee Payne of Yakima, WA, and Robert Payne of Marrero, LA; twelve grandchildren, and seven great-grandchildren.
Family-hosted graveside memorial service will be 1:00 p.m. Friday, October 21, 2022 at the Fort Smith National Cemetery. Cremation is under the direction of Edwards Van-Alma Funeral Home of Van Buren, AR.
The family will visit with friends immediately following the service at the Fort Smith VFW, 3005 Tilles Avenue, Fort Smith, AR.
