

It is with heartfelt sadness that we announce the passing of Joan Higgins on January 3rd, 2026. Joan was born and raised in Rose Valley, Saskatchewan where she lived with her grandparents on their farm for two years while her parents worked abroad. She moved to Victoria where she started working for the federal government in the family allowance/old age security department in 1957.
In 1959 she met and married her husband Lloyd after knowing each other for only 2 months, they moved to Germany in 1963 where her husband served in the Canadian Armed Forces with the PPCLI. While there they fostered new friendships with other military families that lasted a lifetime. Her two children Craig and Tracy were both born there while in Germany. Returned to Canada and lived in both Calgary and Edmonton before settling in Victoria in 1972. Joan returned to work at her previous job for the government where she served for 26 years. Joan with Lloyd travelled extensively throughout Europe and enjoyed road trips in their trailer across Canada and the United States. She listened to many genres of music and was an avid concert goer, had fun on the slot machines at the casino, and enjoyed curling up with a good book. In 1980 the family purchased ‘Seaview Stables’, a small hobby farm and boarded horses. She was a kind, caring person who held her family and friends with high regard; she will be greatly missed by those who knew her.
Predeceased by parents Mary and Lorne McMillan of Victoria and grandson Nathan (Craig). Survived by devoted husband, Lloyd of 66 years, her children Craig and Tracy (Gord), grandchildren Paige (Steve) and Emmett.
A Memorial Service will be held on Friday, February 20, 2026 at 2:00 p.m. at First Memorial Services 4725 Falaise Drive, Victoria.
A donation in Joan Higgins memory may be made to the Victoria Arthritis Centre in leu of flowers.
