Robin passed away at Victoria General Hospital in Victoria, BC, on July 1. Born in Brighton, England, he came to Canada in 1971. He was a highly respected international scholar and consultant who earned a PH.D. from the London School of Economics. He authored ARMS AND POLITICS, 1958–1978 as well as numerous journal articles. He taught at Queens, Carlton and St. Francis Xavier Universities and at the Royal Military College of Canada. In 1983, he accepted a position at the University of Southern California in Los Angeles and moved to the U.S. He later moved to Washington, DC where he consulted at the U.S. Institute of Peace and the Heritage Foundation. He was President of Ranger Associates, Inc., a consulting firm. In 2001, he retired to Victoria. He is survived by his former wife of 29 years, Evelyn.
A good friend, collector of model war ships and avid reader, Robin will be remembered by a wide circle of friends, colleagues and former students. There will be no service.
