Arthur John "Jay" Phelan, Jr. died December 9, 2015 at Casey House Hospice in Maryland. A lifetime resident of Chevy Chase, MD. He is survived by four children: Arthur (Amy Tse), of Willits, CA; Margaret (Ted Weinbaum), of Ossining, NY; Alexandra (Neal Santangelo), of Washington, DC; and Anna of Savannah, GA. He is also survived by his sister, Anne McCloskey, of Niantic, CT and brother, Howard, of Providence, RI. Visitation will be held Thursday, December 17, 2015 from 4 to 7 p.m., at Joseph Gawlers Sons, 5130 Wisconsin Avenue, NW, Washington, DC. A Funeral Mass will be held Friday, December 18, 2015 at 11 a.m., at The Shrine of the Most Blessed Sacrament, Western Avenue and Quesada Street, NW, Washington, DC.
