Billy Joe was born on May 28, 1936 in Cookietown, Oklahoma to Lewis Frank (Skeet) and Robbie Jewel Wyatt Moyer. He married Phoebe Ruth Stoneman in June of 1956 in Henrietta, Texas. He was a Transmission Supervisor for TU Electric for 36 years and a longtime member of Faith Baptist Church. He loved his garden, fishing, hunting, and coaching kids basketball and football. He could build or fix almost anything.
He was preceded in death by his wife Phoebe Ruth Moyer in January of 2020, his parents, his daughter: Lori Moyer; and his brother Dewayne Moyer.
He is survived by his daughter: Renee Powers and husband Randy of Iowa Park; his son: Jeff Moyer and wife Elaine of New Braunfels; his grandchildren: Ryan Powers and wife Michelle, Lindsey McShan and husband Casey, Evan Powers and wife Jennifer, Julie Lindsey and husband Aaron, Samuel Moyer, and Brian Fisher and wife Susan; he is also survived by 13 great-grandchildren.
A visitation will be held Monday, December 15, 2025 from 6-8 PM at Hampton Vaughan Crestview Funeral Home. The funeral service will be held at 2:00 PM, Tuesday, at the funeral home.
