Elsie Marie Fullerton passed on April 20, 2026, at the age of 92. She was born on April 24, 1933, in Mokane, Missouri, the daughter of Rayburn and Ella Nora (Callahan) O'Neal.

Elsie was preceded in death by her parents; children, Daryl Wiegger and Beverly Parker; siblings, Goldie Leuthen, Nora Faye Newton, Vivian "Louise" Browning, Selva Jo Blubaugh, Donald O'Neal, and Richard O'Neal.

Survivors include her daughter, Carla (Edgar) Billingsley; grandchildren, Samantha Runnion, Sabrina Slayton, Melanie (Andy) Kuder, Christopher (Danielle) Parker, Kristopher Billingsley, and Michael Billingsley; 9 great grandchildren, Alex, Gabriel, Rachel, Riley, Caleb, Logan, Emily, Haven, and Ivy.

Graveside service will be at 10:00 a.m., Saturday, May 9, at Lakeview Mausoleum, 12100 East 13th Street North, Wichita.
