

Randy was born in Norfolk, Virginia on August 19, 1945, where he grew up and attended Norview High School. He received his Bachelor of Arts degree in Philosophy from Elon University. He owned and operated an insurance and investments agency on the Peninsula for over 35 years, retiring in 2017.
Randy was a devoted Christian and served the Lord faithfully. He enjoyed music to the fullest, playing his guitar, piano and banjo. He also sang in the choir at Williamsburg Community Chapel and with the Williamsburg A cappella Singers for many years, and served as the organist at Calvary Baptist Church until he was called home. He enjoyed both music and those he made music with, remaining lifelong friends with his old college singing group, the Colonnaders.
Randy never met a stranger. He had a gift for making friends with people from all walks of life. He was very caring and always wanted to help those in need.
He is survived by his loving wife of 40 years, Carol Myers Smart of Williamsburg; two daughters Mary Catherine Smart of Williamsburg and Stacey Hurst (Mercer) of Yorktown; one son, Scott Smart of Raleigh, NC, and grandson, Carl, of Raleigh; and many nieces and nephews, great-nieces and nephews, and two great-great-nieces. He is also survived by his furry friend, Oliver, who he loved very much.
A memorial service will be held at 11 a.m. on January 7, 2023 at Calvary Baptist Church, 1042 Penniman Road, Williamsburg, Virginia 23185.
