James Cecil Proctor, 70, passed away Friday, August 30, 2013 in Abilene. Graveside services will be held at 10:00 a.m. Thursday, September 5, 2013 in the Texas State Veterans Cemetery under the direction of Community Memorial Funeral Home, 1443 N. 2nd St., Abilene.
