

A memorial service will be 10:00 a.m. Wednesday, June 26, 2013, at First Christian Church, 1420 North 3rd Street, Abilene, with Dr. Don Wilson officiating, directed by Elliott-Hamil Funeral Home, 5701 Highway 277 South, Abilene.
Joe was born November 9, 1924 in Dallas, Texas to M.H. and Bettie Fears Smith. He attended schools in Dallas, Texas and graduated from Highland Park High School in 1942. Joe obtained a Bachelor of Business Administration degree from Southern Methodist University (SMU) in Dallas, Texas in 1947. He served his country in the United States Navy from 1943 until 1946 and 1951 until 1955, both afloat and ashore with the rank of Lt. Commander, U.S. Naval Reserve. Joe married Kathleene Hurlbut on February 27, 1963 in Lubbock, Texas. He was employed at Central Investment Company of Texas from 1947 until 1951 and 1955 until 1956; First Southwest Company from 1957 until 2003 (Lubbock, Texas 1957 until 1972; Abilene, Texas 1972 until 2003). Joe served as financial advisor to cities, counties, school districts, and water districts throughout West Texas in developing and completing capital financing programs. He was a member of First Christian Church (Disciples of Christ), in Abilene, Texas.
Joe was preceded in death by his parents and his wife, Kathleene H. Smith.
Survivors include his daughter, Virginia Smith Volpe (husband, Andrea Volpe) of New York; his son, David L. Smith (wife, Annette and children, Lauren and David, Jr.) of Dallas; and stepsons, Randy Neugebauer (wife, Dana) of Lubbock, Texas and Jon Neugebauer of Austin, Texas; and his best friend, Bruce - “his dog”.
