

Carla’s youth took her around the globe, from Hawaii and Florida to Thailand and across Asia, then Germany and across Europe, and eventually to Virginia and the D.C. metro region. Carla traveled professionally to almost every U.S. state and frequently vacationed in Cape Cod, Massachusetts.
Professionally, Carla devoted her career to federal service beginning with the US community services office in Munich, Germany and following that at several US agencies and departments, concluding with her most recent position at the Department of Homeland Security.
She brought her deep work ethic and quick wit to each role and advanced steadily in leadership roles she fulfilled. She loved a good joke, told a great story, and was capable of finding humor in virtually any situation.
Throughout her life, Carla built close and lasting friendships with too many people to acknowledge here. Carla’s wide circle draws from her professional world, family and friends, and the many people she collected throughout her life.
Carla is survived by siblings and their spouses – Maria Flanagan, Maile Flanagan and Lesa Hammett, and Jay and Jennifer Flanagan – and two cherished nieces, Callie and Katie Flanagan, along with sister-in-law Stephanie Zaiser. And she is fondly remembered and will be dearly missed by her family and friends located across the United States.
