

Stephen was born on March 17, 1964 in Eugene, OR to Susan Horne and L. Stephen Quatannens. Stephen spent his early years traveling as the son of a military officer, eventually settling in Alexandria, VA. Stephen was a 1982 graduate of T.C. Williams High School. Upon graduating high school, Stephen attended George Mason University graduating with a degree in history. Stephen went on to graduate from George Mason School of Law.
After graduating from law school, Stephen opened a thriving law practice in Alexandria, VA that he managed for seventeen years. After closing his firm, Stephen went on to become a contractor for the United States Department of State, specializing in Freedom of Information Act requests. Stephen remained in this position until his untimely death.
On March 10, 1989 Stephen met the love of his life Eileen Kitchura. They were married on November 3, 1990 in her home town of Jermyn, Pennsylvania. Stephen and Eileen went on to have two beautiful children, Madeline Elise born September 28, 1995 and Connor Stephen born July 14, 1997.
Stephen was a larger than life individual. He was an exceptionally loving father, son and wonderful husband. He loved nothing more than relaxing with his family and friends. Stephen’s quick wit was well known to all that knew him.
Stephen is survived by his mother Susan Horne & step father General Robert Sennewald (R) of Alexandria, VA, his father L. Stephen Quatannens & step mother Jo Anne McCormick Quatannens of Campobello, SC, his brother Dr. John Kenneth Quatannens of San Francisco, CA, his wife Eileen Kitchura Quatannens of Alexandria, VA, & his children Madeline Elise Quatannens of Alexandria, VA, and Connor Stephen Quatannens of Washington D.C. He is also survived by aunts, uncles, cousins, nieces, nephews, and a vast network of friends and colleagues.
The family will receive friends on Wednesday, May 4th from 4-8 p.m. at Demaine Funeral Home, 520 South Washington St, Alexandria, VA 22314. A funeral service will be held on Thursday, May 5th at 11 a.m. at the Old Presbyterian Meeting House, 323 S. Fairfax St. Alexandria, VA 22314.
In lieu of flowers. memorial donations may be made to the Animal Welfare League of Alexandria.
