Thomas Francis Woods Jr., 77, of Alexandria, Virginia, passed away peacefully and was called home to Heaven on June 28th, 2025. Born on June 11th, 1948, in Concord, New Hampshire, Tom was the beloved first child of Thomas Francis Woods Sr. and Rita Neurina DelBianco Woods.
Tom’s early life in New Hampshire fostered a deep love for the outdoors, where he enjoyed biking, fishing, hunting, and helping on his aunt's farm. These formative years laid the foundation for a life characterized by service, immense kindness, and unwavering generosity.
After graduating from Bishop Brady High School, Tom pursued higher education at Dean Junior College and New England College, earning a Bachelor's Degree in Math in 1970. His commitment to service led him to honorably serve his country as a Communications Maintenance Officer in the United States Air Force, including a tour in Thailand, where he maintained vital communication and aircraft landing systems.
Tom's distinguished career in public service began at the U.S. Coast Guard, where he met his future wife, Carol, whom he married in 1980. In 1979, he transitioned to the U.S. Department of Commerce and worked as a Communications Specialist. He became a leader in spectrum policy as the Deputy Chief of the Spectrum Services Division in the National Telecommunications and Information Administration (NTIA) and the Chairman of the Frequency Assignment Subcommittee (FAS) of the Interdepartment Radio Advisory Committee (IRAC). Even after retiring in 2013 after 42 years of federal service, Tom continued his contributions to the Department of Commerce as a contractor.
A devoted family man, Tom was affectionately known as "Big Tom" to differentiate him from his son, also named Tom. He prioritized family above all else, ensuring that he and his family took frequent visits to his parents in Arizona, his sister Susan in Colorado, and his late brother Bob in New Hampshire. He graciously hosted Carol’s large family for countless holidays, continuing this tradition even after her passing in 1996 to maintain his son’s connection with his extensive extended family. Tom was a steadfast supporter of his son’s endeavors, instilling in him the enduring values of education, hard work, and kindness. Tom found loving companionship later in life with Rena Karas.
Tom was a deeply faithful Catholic who was always ready to assist his community. He was known for his boundless charity and selflessness, consistently putting others before himself. Whether it was checking in on a neighbor, offering a comforting word, lending a helping hand, or devoting extensive time to help family members in need, Tom made the world a better place through his countless, quiet acts of kindness. He also was a life-long blood donor and regularly gave to a variety of Catholic charities.
A passionate and loyal fan, Tom enthusiastically supported the Washington Redskins and later the Baltimore Ravens. He also enjoyed camaraderie with his co-workers and the "11Y Beer Thursday crew," through whom he discovered a love for Manchester United Football Club. Tom's infectious smile, hearty laugh, and the ever-present aura of love and kindness will be cherished by all who knew him.
Tom’s legacy is a testament to his profound faith, dedication to service, unwavering commitment to family, and boundless compassion. He will be deeply missed by all who had the honor of knowing him.
Tom is preceded in death by his beloved wife, Carol; his parents, Tom and Rita; and his brother, Bob Woods. He is survived by his devoted son, Tom Woods (Sean Dougherty), and his sister, Susan Woods, along with many cherished extended family members and friends.
Friends and family are invited to pay their respects at 10:00 at St. Louis Catholic Church (2907 Popkins Ln, Alexandria, VA 22306) on August 8, starting 10 a.m. with a mass at 11:00 a.m A graveside service will immediately follow the service at at Mount Comfort Cemetery (6600 S Kings Hwy, Alexandria, VA 22306). Following the graveside, the family will host a funeral repass where guests are encouraged to share their favorite memories of this great man (details to follow).
In lieu of flowers, the family has requested that memorial gifts be directed to Catholic charities in Tom’s name.
